Pre-Qualification of Firms for Construction and Consultancy Services for Engineer-in-Chief Branch, GHQ Rawalpindi

The Military Engineer Services (MES) invites applications for pre-qualification of firms, contractors, and consultants for works under the Engineer-in-Chief Branch at GHQ Rawalpindi. This tender is specifically for construction and consultancy services across multiple cities including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Swat, Muzaffarabad, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, Yurbat, and Gwadar. Items being procured: - Provincial construction of certain services, facilities, and buildings at Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Swat, Muzaffarabad, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, Yurbat, and Gwadar - Consultancy services including design and RE supervision for certain works at the same locations Firms must provide detailed work orders, project locations, and pictures of completed projects along with satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works/services and must be registered with PEC in the relevant field. Required documents include a list of personnel, bank statement, NTN certificate, and income tax returns for the last three years. Eligibility criteria include PEC registration in category C-2 or above with validity up to June 2027, preferably MES enlistment in category A, and pre-qualification with Engineer-in-Chief Branch GHQ Rawalpindi. A 2% bid security will be provided for non-enlisted firms, refundable upon qualification. No outstanding DI&E recoveries or special reports are allowed. Tenders will be issued to pre-qualified firms and must be received at the Engineer-in-Chief Branch GHQ Rawalpindi by 1130 hours on 07 September 2026, with opening at 1200 hours the same day.
