Pre-Qualification of Firms for Construction and Provision of Residential, Non-Residential and Services Facilities for Engineer-in-Chief Branch GHQ

The Military Engineer Services (MES) invites applications along with credentials for the pre-qualification of firms and contractors for construction and provision of certain residential, non-residential, and services facilities for the Engineer-in-Chief's Branch at GHQ Rawalpindi. This pre-qualification is in accordance with clauses 13, 15, and 16 of PPRA Rules 2004. Items being procured: - Construction and provision of certain residential, non-residential, and services facilities at Islamabad, Rawalpindi, Abbottabad, Murree, Attock, Mangla, Jhelum, Chakwal, Sargodha, Faisalabad, Shorkot, Jarikas, Gilgit, Skardu, Swat, Bannu, Barotha, Risalpur, Nowshera, DI Khan, Peshawar, Kohat, Mianwali, Chunnian, Lahore, Pattoki, Gujranwala, Sialkot, Abdul Hakim, Bahawalnagar, Bahawalpur, Okara, Multan, Khanewal, Sakrand, Khuzdar, Hyderabad, Jacobabad, Quetta, Gwadar, Turbat, Rahim Yar Khan, Pano Aqil, Karachi, Malir, Ormara, Loralai, Pasni, and Zhob. Firms must provide details including work orders, location, and pictures of completed projects along with satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works/services registered with PEC in the relevant field. Required documents include a list of personnel, bank statement, NTN certificate, and income tax returns for the last three years. Only firms fulfilling the following criteria may apply: - Enlisted with PEC in Category C-2 or above with validity up to June 2027. - Preferably enlisted with MES in Category A; non-enlisted firms must provide 2% refundable bid security. - Pre-qualified with Engineer-in-Chief's Branch, GHQ Rawalpindi. - No special report of DI&E and no outstanding DI&E recoveries. Tenders will be issued to pre-qualified firms and must be received at E-in-C's Branch GHQ Rawalpindi by 1130 hours on 18 September 2026 and will be opened the same day at 1200 hours. Incomplete applications will not be entertained. The Accepting Officer reserves the right to reject any or all applications as per PPRA rules 2004.
