The Environment Protection & Climate Change Department (EPCCD), Government of the Punjab, through its Strategic Planning & Implementation Unit (SPIU), invites applications for Pre-Qualification from national and local companies for the design, supply, installation, commissioning, operation, and maintenance of an Integrated Hyperlocal Sensor Mesh (Hysem) Network. This includes Solar Power Backup, Central Data Management System, Monitoring Software, and Associated Services. The project is based in Lahore and aims to establish a comprehensive sensor network with solar power backup and centralized data management to support environmental monitoring and climate change initiatives. Items being procured: - Design, Supply, Installation, Commissioning, Operation and Maintenance of an Integrated Hyperlocal Sensor Mesh (Hysem) Network - Solar Power Backup - Central Data Management System - Monitoring Software - Associated Services The scope broadly covers a complete package for the integrated sensor mesh network including all technical components and software. Applicants must be registered on the Punjab E-Procurement System (EP) and demonstrate capability to undertake the complete scope of the project. Joint ventures or consortiums are allowed. The pre-qualification process will be conducted online through the Punjab E-Procurement System. Interested applicants must submit their documents online by 1st September 2026 at 11:00 AM. The applications will be opened the same day at 11:30 AM in the presence of participants who choose to attend. Partial or conditional applications will be rejected. Applicants must submit their pre-qualification documents using the PDF upload method on the EP portal. Eligibility requires registration on Punjab E-Procurement System, compliance with Punjab Procurement Rules 2014, and submission of complete and signed documents. The Procuring Agency reserves the right to reject any or all applications as per PPRA rules.
