Tender Description
The Ministry of Defense invites qualified suppliers to prequalify for the Open Framework Agreement for MT Repair & Maintenance Vehicles based in Rawalpindi. This prequalification is for subsequent Invitation to Bid(s) and signing of Framework Agreements for on-demand supply of repair and maintenance services for various motor transport vehicles. Items involved include:
- Honda Civic (1 unit)
- Honda City (2 units)
- Toyota Corolla (4 units)
- Toyota Yaris (1 unit)
- Toyota Double Cabin (1 unit)
- Suzuki Cultus (8 units)
- Suzuki Bolan (1 unit)
- Honda 125 Motorcycle (4 units)
- Honda 70 Motorcycle (3 units)
The scope covers routine servicing such as oil changes, filter replacements, engine tuning, and fluid top-ups; mechanical repairs including engine, suspension, brakes, steering, clutches, and transmissions; electrical work including wiring repairs, battery checks, and diagnostic scanning; denting and painting; supply and fitting of genuine or approved spare parts including tyres and batteries; and breakdown services with emergency roadside assistance and towing within Islamabad and Rawalpindi.
Eligible bidders must have a physical workshop in Rawalpindi or Islamabad (preferably Rawalpindi), minimum 3 years of experience, all necessary tools including latest computer-based diagnostic equipment, and provide a security deposit of Rs. 30,000. Valid FBR NTN and GST/PST registration with active ATL status and no prior blacklisting are mandatory. Technical evaluation will be based on workshop location, infrastructure, business experience, technical equipment and expertise, and tax/legal compliance.
Applications must be submitted electronically through EPADS v2.0 by Monday, October 19, 2026 at 11:00 AM. Late or manual submissions will not be accepted. Bids will be opened electronically the same day at 11:30 AM. Interested vendors should register on https://vendors.epads.gov.pk/ if not already registered. The Framework Agreement will be valid for 24 months from the award date.
