Pre-Qualification of Travel Agencies for Air Ticket Booking, Hotel Reservations and Visa Assistance Services

The Ministry of Inter Provincial Coordination, Islamabad, is seeking to pre-qualify reputed and financially sound travel agencies for the provision of comprehensive travel-related services for one year. This procurement specifically targets agencies capable of handling local and international air ticket bookings, hotel reservations, visa assistance, and related travel services. The scope includes booking and issuance of tickets, confirmation of waitlisted tickets, delivery and cancellation of tickets, visa and passport assistance, travel insurance, and 24/7 dedicated personnel availability. The services will be provided on an as-and-when-required basis primarily for the Ministry's premises in Islamabad. Eligible bidders must be registered on the Active Taxpayer List (ATL) of the FBR, possess valid NTN and GST registration, and hold an International Air Transport Association (IATA) membership certificate. Agencies should have at least three years of relevant business experience, a well-established office setup in Islamabad, and a proven track record with a minimum of five clients supported by performance certificates. The pre-qualification process will be conducted through the Electronic Procurement and Disposal System (EPADS) portal. Interested firms must submit their proposals via EPADS by the closing date of 8th July 2024. The Ministry requires submission of a complete company profile, audited financial statements for the last three years, and compliance certificates including non-blacklisting affidavits. Earnest Money or Bid Security will be returned upon successful completion of the financial year. Payments will be processed through AGPR Islamabad within two months of invoice receipt. A practical tip for bidders is to ensure all required documents, especially the IATA certificate and financial statements, are complete and uploaded correctly on EPADS to avoid disqualification.
