Tender Description
The Pakistan National Shipping Corporation (PNSC) is inviting applications for prequalification of laboratory services providers for the analysis of all types of marine fuel oils. This procurement is specifically for suppliers capable of conducting detailed marine fuel oil analysis as per the latest ISO 8217 standard 2017/2010. The scope includes testing residual and distillate fuels for various parameters such as viscosity, density, water content, ash content, sulphur content, flash point, and other chemical and physical properties. The services will support PNSC managed vessels operating internationally, with laboratories required to provide analysis reports within 24 to 48 hours of sample receipt. The reports must include technical and operational advice on fuel storage, handling, and treatment, with expert notes and a traffic signal categorization for each analysis.
The prequalification is open to all eligible applicants including international entities, subject to meeting the eligibility criteria. Applicants must demonstrate financial soundness, relevant experience, and professional capabilities including certified technical experts such as technical managers and head chemists. Laboratories should be accredited as per ISO 17025 and associated with reputable classification societies. The technical team must be organized geographically to provide support across major trading regions including the Far East, Middle East, Europe, Americas, and South America.
Applications must be submitted by 11:00 AM on July 10th, 2026 via email to bunkerJoa@pnsc.com.pk. The submission should include all required documentation such as company registration, organizational charts, and quality assurance certifications. Earnest Money or CDR requirements are not specified at this stage but will be detailed in subsequent bidding documents.
