Supply of Diesel Fuel and Lubricating Oil to Directorate General Procurement (Army) Rawalpindi

The Directorate General Procurement (Army) located near 502 Central Base Workshop EME, Main Adyala Road Rawalpindi, invites sealed tenders from reputed firms possessing NTN Certificates for the supply of diesel fuel and lubricating oil. This procurement is conducted under PPRA rules and is open to firms registered or unregistered, with a requirement to provide a 5% bid security up to an upper limit of Rs. 1.0 Million. Items being procured: - Diesel Fuel (169,660 Liters) for Indigenous UNRA EMERGENT - Diesel Fuel (1,343,977 Liters) for Indigenous SSD South EMERGENT - Diesel Fuel (1,612,773 Liters) for Indigenous EMERGENT - Lubricating Oil, Internal Combustion Engine, Combat/Tactical Services, Grade15W40, NATO Code Q-1236 API CI-4 or enhanced (1,150,000 Liters) The delivery period for diesel fuel ranges from 01 Nov 2026 to 30 June 2027, while lubricating oil delivery is scheduled for August 2027 and December 2027. Tender documents and specifications can be obtained from DGP (Army) upon submission of required documents including registration certificates, NTN certificate, proof of godown, financial capability undertaking, bank statement, CNIC copy, trade link proof, and certificates confirming non-default and blacklisting status. All firms must provide bid security of 5% along with their offer. The validity of the offer is 120 days from the date of opening the commercial offer. Performance Bank Guarantee of 5-10% of the contract value is required within 30 days of acceptance. The tender will be opened in the presence of firms' representatives in the tender room of DGP (Army). The last date for collection of tender documents is 20 October 2026 for lubricating oil and 22 September 2026 for diesel fuel. Submission deadline is 26 October 2026 at 12:30 hrs for lubricating oil and 28 September 2026 at 12:00 hrs for diesel fuel. Opening of tenders will follow shortly after submission.
