Printing and Publication of Different Works Open Framework Agreement

The Pakistan Institute of Development Economics (PIDE) Islamabad invites sealed bids from eligible, experienced, and reputable firms for an Open Framework Agreement of three years for Printing and Publication of Different Works. This tender aims to engage additional reputed vendors to enhance quality, efficiency, and timely completion of printing assignments while managing workload effectively. Existing pre-qualified vendors are exempted from submitting bids under this tender as they remain eligible for upcoming work. Items being procured: - Printing and publication services for various works The scope includes provision of printing and publication services using in-house printing press facilities equipped with necessary machinery. The work will be delivered at PIDE premises located at Quaid-i-Azam University Campus, Islamabad, without transportation cost. Firms must have minimum three years of relevant experience, valid NTN and Sales Tax registration, and be on the Active Taxpayer List (ATL) of FBR. Submission of bid security of Rs. 20,000 in the form of a call deposit receipt in favor of PIDE Islamabad is mandatory. Bidders must provide documentary evidence of ownership and operation of printing press, previous work completion certificates, and an undertaking on legal stamp paper confirming the firm is not blacklisted by any government or private organization in Pakistan. Overwriting or cutting in quotations will lead to cancellation. The Institute reserves the right to accept or reject any or all bids as per PPRA rules. The technical proposal must be submitted in a sealed envelope by 11:00 AM on September 14, 2026. Technical bids will be opened the same day at 11:30 AM in the presence of vendors at the office of Chairman Purchase Committee PIDE. Financial bids will be called only from technically qualified bidders under the open framework agreement. A practical tip for bidders: Ensure all required documents including NTN, GST certificates, bid security, and ownership proof of printing press are complete and properly attached to avoid disqualification during technical evaluation. Timely submission and adherence to PPRA rules will enhance chances of qualification.
