Hiring of Private Security Company for Armed Guards at NHA Gilgit-Baltistan

The National Highway Authority (NHA) Regional Office Gilgit-Baltistan is procuring security services for its regional office and attached locations in Gilgit. This procurement involves hiring a private security company to provide sixteen ex-service armed guards for a period of two years. The scope includes deployment of trained and licensed security personnel to ensure safety and protection of NHA assets and staff across multiple sites within the Gilgit region. Interested companies must have valid NTN and GST registration along with relevant experience in providing security services. Additionally, firms must possess a No Objection Certificate (NOC) from the Ministry of Interior, Government of Pakistan, and the Home Departments of all provinces including Azad Jammu & Kashmir and Gilgit-Baltistan. Blacklisted companies or those terminated by NHA for poor performance are not eligible to participate. Bidding documents can be obtained by submitting a written application and paying a non-refundable fee of Rs. 5000 via bank draft or pay order in favor of NHA Retention and Security Deposit Account Gilgit. Bids must be submitted in sealed envelopes containing separate technical and financial proposals by the deadline of June 10, 2026, at 1100 hours at the NHA Complex, Jutial Cantt, Gilgit. Technical bids will be opened the same day at 1130 hours in the presence of bidders' representatives. Financial bids of only technically qualified bidders will be opened later. A pay order of Rs. 400,000 must accompany the financial bid as earnest money. Bidders are advised to ensure all information is accurate and substantiated to avoid disqualification. NHA reserves the right to reject any or all bids as per PPRA rules. It is recommended that bidders register with EPADS (PPRA) at www.procure.gov.pk as manual bids will be phased out soon.
