Procurement of 110V DC Battery Charger for Battery Bank

Sukkur Electric Power Company (SEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of 110V DC Battery Chargers for Battery Bank under tender number NCB-S-09/2026. This procurement is planned for the financial year 2026-27 and will be conducted on a National Competitive Bidding basis using the Least Cost Based Selection (LCBS) technique. The technical specifications require compliance with NTDC specifications amended to date and IEC standards. The delivery period is 120 days or earlier from the date of issuance of the Purchase Order. Partial delivery payments are allowed. Bidders must quote on FCS basis, exclusive of Sales Tax and SED but inclusive of Custom Duty, Port Clearance Charges, and Transportation Charges up to the designated warehouse. Eligibility criteria include a minimum of 5 years manufacturing experience, 3 years of satisfactory operational experience certificates, and at least 2 purchase orders completed in the last 5 years for similar quantities. Financial soundness is required with positive net worth for the last 3 years and average annual turnover exceeding twice the quoted price. Bid security of 2% of the total bid amount excluding GST is mandatory. Bids must be submitted online via EPADS v2.0 by 28th September 2026 at 02:00 PM. The original bid security must be physically submitted to the office of Chief Engineer (Development), PMU SEPCO Sukkur before the bid submission deadline. Manual bids will not be entertained. Bids will be opened on the same day at 02:30 PM on EPADS v2.0 in the presence of bidders' representatives. Technical evaluation and inspection will be conducted by SEPCO and NTDC representatives. Inspection fees and related costs are to be borne by the supplier. The successful bidder will be required to furnish a performance guarantee of 5% of the contract price. Payment will be made against delivery and submission of required documents including inspection certificates and warranty.
