Procurement of 11kV Capacitor Cell 200kVAR by Sukkur Electric Power Company (SEPCO)

Sukkur Electric Power Company (SEPCO) invites sealed electronic bids through EPADS v2.0 for the procurement of 11kV Capacitor Cell 200kVAR under National Competitive Bidding procedure for the financial year 2026-27. The procurement is planned for delivery to SEPCO Warehouse at 132KV Grid Station, Arain Road, Sukkur. Items being procured: - 11kV Capacitor Cell 200kVAR (Quantity: 610 Nos) The goods must comply with NTDC specifications (P-78:10 amended to date) and IEC standards. The delivery period is 180 days or earlier from the date of issuance of Purchase Order. Partial delivery and partial payment are allowed. Bidders must quote on FCS basis, exclusive of Sales Tax and SED but inclusive of Custom Duty, Port Clearance, and Transportation charges up to the designated warehouse. The bid prices shall be firm and final with no escalation allowed. Eligibility criteria include at least 5 years of manufacturing experience for the tendered material, valid authorization if not manufacturer, satisfactory operational experience certificates, and financial soundness demonstrated by audited financial statements for the last 3 years. Bid security of 2% of the total bid amount excluding 18% GST is required in the form of Pay Order, Bank Guarantee, CDR, or Bank Draft from a scheduled bank in Pakistan, valid for 150 days from bid opening. Performance guarantee of 5% of contract price is required upon award. Bids must be submitted online on EPADS v2.0 by 28 September 2026 at 12:00 PM. Original bid security must be submitted physically before the deadline at the office of Chief Engineer (Development), PMU SEPCO Sukkur, 2nd Floor, Al Sehra Building, Minara Road, near Session Court, Sukkur. Bids will be opened on the same day at 12:30 PM on EPADS v2.0 in the presence of bidders' representatives who wish to attend. Manual bids or late bids will be rejected. Technical scope includes supply of capacitor cells conforming to NTDC specifications with inspection and testing by SEPCO/NTDC nominated inspectors. Inspection fees and related expenses are to be borne by the supplier. Warranty period is 18 months from installation or 24 months from delivery, whichever is earlier. Liquidated damages apply for late delivery. SEPCO reserves the right to increase or decrease quantity by up to 15% during contract concurrence.
