Tender Description
The Islamabad Electric Supply Company (IESCO) is inviting sealed bids for the procurement of 400 KVA Pad Mounted Transformers under contract reference P93655 for the financial year 2026-27. This procurement is planned to support the operational needs of IESCO in Islamabad. The procurement will be conducted through the National Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004.
Items being procured:
- 400 KVA Pad Mounted Transformers, Quantity: 50 units
The transformers must comply with NTDC Specifications DDS-71:2004 & DDS-84:2020 (with Amendment-5). The delivery location is IESCO Regional Store, Islamabad, with full quantity to be delivered within 60 days from the date of issuance of the Purchase Order. Inspection will be conducted jointly by Chief Engineer (MI) PPMC Lahore and Chief Engineer (MM) IESCO Islamabad at the manufacturer's premises. Bidders must provide a bid security in the form of Call at Deposit or Bank Guarantee and submit bids electronically via EPADS v2.0. Manual submissions will not be entertained.
Eligibility criteria include valid prototype approval, registration with DISCOs/PPMC/WAPDA/NGC, no blacklisting, financial capacity with net resources at least 50% of contract value, average annual turnover of 1.5 times contract value, and relevant supply experience. Bidders must also submit various declarations and technical literature as specified.
The bid submission deadline is Friday, September 4, 2026, at 10:30 AM, with bid opening at 11:00 AM on the same day via EPADS v2.0. Bidders are advised to register on EPADS v2.0 and ensure compliance with all bidding instructions. The contract includes a 24-month warranty period and a performance guarantee of 5% of the contract price. Liquidated damages of 2% per month up to 10% apply for delayed delivery.
