Tender Description
The Islamabad Electric Supply Company (IESCO) (Material Management) invites bids for the procurement of 630 KVA Pad Mounted Transformers for the financial year 2026-27. This procurement is planned to be executed in Islamabad, with delivery to the IESCO Regional Store, Islamabad. The tender reference number is P59618. Items being procured:
- 630 KVA Pad Mounted Transformers (Quantity: 20 units)
The transformers must comply with NTDC Specifications DDS-71:2004 & DDS-84:2020 (WITH AMENDMENT-5) as amended to date. Any changes suggested during prototype testing for compliance must be incorporated without extra price claims. The delivery schedule requires full quantity delivery within 60 days from the date of issuance of the Purchase Order. The inspection of materials will be conducted jointly by the Chief Engineer (Material Inspection) PPMC Lahore and Chief Engineer (MM) IESCO Islamabad or their authorized representatives at the manufacturer's premises within Pakistan. The supplier must deposit 0.5% of the cost of material along with the inspection call. The inspection team will also verify raw material invoices such as silicon steel and oil. Rejected materials must be replaced at the supplier's expense without extension of delivery period.
Eligibility criteria include valid prototype approval, registration with DISCOs/PPMC/WAPDA/NGC, no blacklisting, and compliance with technical and commercial terms. Bidders must have a minimum average annual turnover of 1.5 times the contract value over the last three years, manufacturing experience of at least two years, and supply experience of at least one year. The bid must be submitted in English through EPADS v2.0 by Tuesday, July 28, 2026, 10:30 AM. Manual submissions are not accepted. The bid security must be submitted physically before the deadline to the Chief Engineer (MM) at IESCO Headquarters, Islamabad.
The procurement will follow the Least Cost Based Selection (LCBS) method. The contract price is fixed and payable in Pakistani Rupees. The successful bidder will be required to furnish a performance guarantee of 5% of the contract price. Payment will be made against actual delivery and submission of required documents including inspection certificates and warranty certificates.
A practical tip for bidders: Ensure timely registration on EPADS v2.0 and submit all required documents including bid security physically before the deadline to avoid disqualification. Early preparation of inspection call and compliance with NTDC specifications will facilitate smooth acceptance and payment processes.
