Tender Description
Border Health Services – Pakistan (BHSP) is procuring brand new ambulances under the PSDP Project titled Strengthening Points of Entry and Border Health Services Pakistan. This procurement covers two lots: Standard Ambulances (1100–1300 CC) to be deployed at various airports and health establishments including Karachi, Sialkot, Skardu, Multan, Peshawar, Faisalabad, and specialized ambulances (2200–3500 CC) for remote border areas such as Gwadar, Torkham, and Khunjerab Pass. The project is managed by the Border Health Services – Pakistan based in Karachi, Sindh.
The technical scope includes supply of ambulances fully compliant with detailed technical specifications. Standard ambulances feature petrol engines, power steering, air conditioning, integrated ambulance body with medical storage, oxygen cylinders, LED lighting, emergency sirens, and safety equipment. Specialized ambulances have diesel/petrol engines, heavy-duty chassis for border operations, dual air conditioning, advanced medical equipment, water tanks, and wash basins. All vehicles must come with a minimum one-year or 50,000 KM warranty and after-sales support including maintenance and spare parts availability.
Eligible bidders must be manufacturers or authorized dealers of ambulances, registered with FBR for NTN, GST, and ATL active status. They must provide evidence of relevant experience supplying ambulances to government or semi-government organizations and submit a non-blacklisting affidavit. Bids must include technical and financial proposals in separate sealed envelopes, submitted to the Project Director at Block No. 47, Pakistan Secretariat, Saddar, Karachi. Earnest Money in the form of 2% bid security via CDR or bank guarantee is mandatory.
The deadline for bid submission and exact dates are specified in the bidding documents. Delivery of ambulances is required within 90 days of supply order issuance. Bidders should ensure all documents are complete, signed, and stamped to avoid rejection. A practical tip for bidders is to carefully review the technical compliance sheets and provide original manufacturer brochures to demonstrate full compliance, as incomplete or ambiguous bids will be disqualified.
