Tender Description
The Logistics Centre (North) under the Pakistan Airports Authority (PAA) invites sealed bids for the procurement of antifreeze coolant specifically for the North Region Airports and associated locations in Rawalpindi, Punjab. This procurement is planned for the financial year 2026-27 and aims to ensure the availability of high-quality engine coolant to maintain operational efficiency of airport vehicles and machinery.
Items being procured:
- Antifreeze Engine Coolant, quantity 2320 liters
The antifreeze coolant must be a heavy-duty diesel engine coolant compatible with CAT and Cummins engines. It should be based on Ethylene Glycol with a 50% concentration mixed with water, meeting ASTM D6210 standards for fully formulated heavy-duty coolant. The technology required is Extended Life Coolant (ELC) providing protection against corrosion, cavitations, scale, sludge, freezing down to -35°C and boiling up to 129°C. Only original and company-sealed packing will be accepted.
Bidders must be registered with FBR, hold valid NTN and GST certificates, and be on the Active Taxpayer List. Bid security in the form of a Pay Order in favor of Pakistan Airports Authority is mandatory. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Single Stage-Two Envelope procedure as per Public Procurement Rules, 2026.
Bids must be submitted electronically via the EPADS v2.0 portal before the deadline of Monday, November 2, 2026, at 11:00 AM. Original bid security must be physically submitted to the Logistics Centre (North), Lehtrar Road, Rawalpindi before bid opening at 11:30 AM the same day. Manual bid submissions will not be entertained.
Interested bidders should ensure compliance with all technical specifications and eligibility criteria. A practical tip for bidders is to register early on EPADS v2.0 and carefully prepare the bid documents to avoid disqualification due to procedural errors. For queries, contact the Logistics Officer at the Logistics Centre (North) via phone +92-333-543-8372 or email s.hussain@paa.gov.pk.
This procurement offers a valuable opportunity for suppliers of specialized engine coolants to engage with a key government authority ensuring operational readiness of Pakistan's northern airport fleet.
