Tender Description
Quetta Electric Supply Company (QESCO) invites bids for the procurement of 7,957 Nos. Asset Performance Management System (APMS) including Head End System (HES), Meter Data Collection (MDC), Communication Infrastructure, Training and Associated Services. This procurement is part of the Second Power Distribution Strengthening Project (PDSP-2) financed by the Asian Development Bank (ADB).
Items being procured:
- Lot-I City Division: 1,237 APMS
- Lot-II Zarghoon Division: 1,495 APMS
- Lot-III Sariab Division: 2,669 APMS
- Lot-IV Sibi Division: 905 APMS
- Lot-V Naseerabad Division: 862 APMS
- Lot-VI Gwadar Division: 385 APMS
- Lot-VII Turbat Division: 404 APMS
The scope includes design, manufacture, supply, delivery, installation, configuration, integration, testing, commissioning, and warranty of APMS on 25 kVA, 50 kVA, 100 kVA, and 200 kVA distribution transformers in selected areas of QESCO on an EPC/turnkey basis. The project covers multiple divisions with a total of 122 feeders and 7,957 APMS units.
Eligible bidders must have completed at least two contracts in the last seven years involving design, manufacture, supply, installation, integration, testing, and commissioning of APMS or comparable smart grid systems with a minimum contract value of US$ 50 million or equivalent in PKR. Bidding will follow ADB's Single-Stage: Two Envelope procedure. Bids will be evaluated on Merit Point Criteria with 70% weight on technical and 30% on bid cost.
The bid submission deadline is 18th November 2026 at 11:00 A.M. (Pakistan Standard Time). Bids must be delivered to the Chief Engineer (Development) PMU QESCO at QESCO Headquarters, Zarghoon Road, Quetta Cantt. A pre-bid meeting will be held on 29th October 2026 at 11:00 A.M. at the same office.
Bidders should obtain bidding documents by requesting them in writing and paying a non-refundable fee of PKR 10,000 or USD equivalent. Documents can be collected in person or sent by express airmail for an additional fee. Bid security and bid-securing declaration are required as per bidding documents.
A practical tip for bidders: Ensure your technical bid clearly demonstrates your experience with similar large-scale smart grid projects and meets the minimum contract value criteria to avoid disqualification. Early procurement of bidding documents and attendance at the pre-bid meeting can clarify technical and procedural queries, improving bid quality.
