Supply, Installation, Testing and Commissioning of ABC Cables and Accessories in Peshawar and Khyber PESCO Operation Circles

Peshawar Electric Supply Company (PESCO) invites sealed bids for the Electricity Distribution Efficiency Improvement Project (EDEIP) under a two-envelope bidding process without prequalification. The contract involves the supply, installation, testing, and commissioning of Aerial Bundle Cables (ABC) along with accessories in Peshawar and Khyber PESCO operation circles. Items being procured: - Dismantling of existing Low-Tension distribution lines and deteriorated/obsolete HT/LT structures and poles - Supply, installation, testing and commissioning of Aerial Bundled Cable (ABC) and associated accessories - Installation of poles, HT/LT structures, foundations and earthing arrangements - Shifting and re-installation of single-phase, three-phase and CT-operated energy meters and reconciliation and return of dismantled and surplus materials - Installation of meters for new connections and replacement of defective meters as per Operation sub division input The works constitute a single lot to be completed within the specified bidding document period. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as per World Bank Procurement Regulations for IPF Borrowers dated November 2026. Bidders must comply with technical and non-price criteria with 30% weightage for technical and 70% for bid cost. Eligible bidders must provide a Bid Security of USD 100,000 or equivalent PKR at the State Bank of Pakistan exchange rate 28 days prior to bid submission. Bidding documents can be downloaded free of cost from the PESCO website. A pre-bid meeting will be held on 16-11-2026 at 11:00 A.M. at the purchaser's office. Bids must be delivered by 03-12-2026 at 1100 hours. Late bids and electronic bidding will not be accepted. The technical part of the bid will be publicly opened on 03-12-2026. Financial bids will remain sealed until the second public bid opening.
