Tender Description

The Infrastructure Development Authority of the Punjab (IDAP) invites sealed bids through EPADS v2.0 for the procurement of Cardiac Surgery Equipment (Package No. 19) on DAP basis for the establishment of Federal Government Polyclinic (PGMI)-II at G-11/3, Islamabad. This procurement includes supply, installation, commissioning, and maintenance of specialized medical equipment required for cardiac surgery. Items being procured: - Heart Lung Machine (1 unit) - Intra Aortic Balloon Pump (3 units) - Hyper-Hypothermia Machine (1 unit) - ETT Machine with Treadmill (1 unit) - Sternum Saw Air Operated (1 unit) The equipment must meet detailed technical specifications including modular pumps, monitoring units, battery backup, and compliance with international quality standards such as FDA 510K, CE, and MHLW approvals. The supplier is responsible for delivery within 90 days of LC opening, with installation and commissioning to be completed within 30 days of site handover. A one-year warranty with a five-year extended maintenance contract is required, including provision of spare parts and consumables for at least 10 years. Eligible bidders include manufacturers or their authorized agents with valid registration and tax compliance. Joint ventures are allowed with a nominated lead member. Bids must be submitted online via EPADS v2.0 by 19 October 2026 at 3:00 PM, with technical bids opened the same day at 3:30 PM. Original bid security must be submitted physically before the deadline. Bidders should ensure compliance with all eligibility and qualification criteria, including financial soundness, experience, and technical capabilities. The evaluation will be based on least cost selection with a minimum technical score of 70%. The successful bidder must provide a performance bank guarantee of 10% of the contract price. The procuring agency reserves the right to reject any or all bids as per PPRA rules.
