Procurement of Cisco ISE Premier Subscription Licenses

The OLBS Project (Controller General of Accounts (CGA)) Islamabad invites sealed bids for the procurement of Cisco ISE Premier Subscription Licenses under contract reference P117964. This procurement is for a complete turnkey solution to supply, install, configure, integrate, test and commission Cisco Identity Services Engine (ISE) Network Access Control (NAC) licenses and software for a minimum of 6,000 active endpoints including remote laptops and PCs. The solution includes two on-premises ISE nodes in Active/Active deployment, Cisco Smart Software Manager On-Premises for local license management, and integration with existing Secure Firewall, Active Directory, and remote access VPN infrastructure. Items being procured: - Cisco ISE Premier Subscription License for 6,000 active endpoints - Two on-premises ISE nodes configured for Active/Active operation - Cisco Smart Software Manager On-Premises installation and configuration - Integration with Cisco Secure Firewall and Remote Access VPN - Integration with Microsoft Active Directory - On-site instructor-led training for 15 technical personnel The scope covers license activation, synchronization, commissioning, policy configuration, endpoint profiling, security policy implementation, testing, and final acceptance. The vendor must provide 24x7 Cisco/vendor support including software updates, patches, and troubleshooting. Bidders must be authorized Cisco partners with relevant experience deploying Cisco ISE NAC solutions for 2,000+ endpoints and provide certified technical teams. The procurement will be conducted through EPADS v2.0 using Single Stage One Envelope method with Least Cost Based Selection. Bids must be submitted online on EPADS v2.0 by Monday, October 5, 2026 at 11:00 AM. Original bid security must be submitted physically before the deadline at the Controller General of Accounts Complex, Islamabad. Manual bids will not be accepted.
