Procurement of Cloth, Wire Steel for HESCO Bag, Cover Water Proof, Jacks and Misc Tools

The CMT & SD Golra Road Rawalpindi invites sealed tenders for procurement of cloth, wire steel for hesco bag, miscellaneous cover water proof, jacks, MT tools, machine tools and equipment to meet anticipated LP demands of dependent users during FY 2026-27. Items being procured: - Cloth - Wire Steel for HESCO Bag - Cover Water Proof - Jacks - Miscellaneous Tools The procurement is conducted under the single stage two envelope process as per PPRA Rules 2004 and related regulatory guidelines. Bidding is open to manufacturers, authorized distributors, suppliers, and contractor firms with valid registration including Income Tax, Sales Tax, Active Taxpayer List (ATL) of FBR, and registration with Directorate General Defence Procurement (DGDP) or Army Ordnance Depots of Pakistan Army, CAF and Securities Exchange Commission of Pakistan (SECP) for supply of stores. Interested bidders may inspect the tender documents at the Local Purchase Office of CMT & SD Golra during working hours from 0800 to 1600 hours. Tender documents can be purchased for Rs. 5,000/- (non-refundable). Sealed tenders must be dropped at the main gate of CMT & SD Golra Road Rawalpindi by 31 August 2026 at 1030 hours. Opening of tenders will be on the same day at 1100 hours in presence of bidders or their representatives. Late tenders or bids without proper bid security of Rs. 500,000/- in form of CDR will be rejected. Submission of technical proposal, financial proposal, bid security, bidder's eligibility and profile documents in prescribed manner is mandatory. Failure to comply will lead to rejection. Lab test reports for cloth, wire steel for HESCO bag and cover water proof are mandatory from ASID Lahore and IAS&C Karachi. Quotations without lab reports will not be entertained. All bidders are bound by Official Secret Act 1923 to ensure confidentiality of bids and purchases. No price negotiation will be entertained with lowest evaluated responsive bidders. Suppliers must submit their best prices inclusive of all taxes and valid till 30 June 2027. Bidders will be bound to accept purchase orders at quoted rates regardless of market fluctuations. A practical tip for bidders: Ensure your bid security CDR and lab test reports are complete and valid before submission to avoid disqualification. Also, attend the tender opening to observe proceedings and clarify any issues.
