Procurement and Commissioning of Elevators for Sindh Institute of Child Health and Neonatology Mirpurkhas and Shahdadpur

The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh, invites eligible bidders to participate in the procurement and commissioning of elevators for its facilities located in Mirpurkhas and Shahdadpur. This tender is for the fiscal year 2026-27 and follows the Rule-46 (2) Single Stage Two Envelope Procedure (Quality and Cost Based Selection - QCBS). Items being procured: - Lot 1: Supply, installation, testing, commissioning, and maintenance of two (2) brand-new 2000 kg capacity bed elevators for SICHN Mirpurkhas with 4 stops (G, 1, 2, 3), machine room type, imported with full compliance to EN 81-20/50 or equivalent international standards, including all safety features, CCTV, public address system, earthquake sensors, and integration. - Lot 2: Supply, installation, testing, commissioning, and maintenance of one (1) brand-new 2000 kg capacity bed elevator for SICHN Shahdadpur with 2 stops (G, 1), machine room type, imported with similar specifications and compliance as Lot 1. The elevators shall have cabins and walls made of hairline stainless steel 304, with specified dimensions and door clearances. The machines shall be gearless with VVVF drive, CE/TUV certified controllers, and include mandatory Auto Rescue Device with battery backup. Installation includes all civil, electrical, and mechanical works, load testing at various load percentages, and final commissioning with certification from the OEM/manufacturer. Eligibility criteria include valid registration with tax authorities, PEC registration in category C-5 or above, OEM authorization, minimum 5 years OEM presence in Pakistan, relevant experience with at least two contracts for similar hospital bed lifts, and financial turnover requirements. Bidders must submit bid security of 2% of the estimated cost per lot (Rs. 1,200,000 for Mirpurkhas and Rs. 600,000 for Shahdadpur). The bid submission and opening will be conducted electronically via the EPADS portal. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders. The evaluation will be based on a combined score of technical (70%) and financial (30%) criteria. The lowest evaluated responsive bidder will be awarded the contract. The contract includes a comprehensive 36-month warranty covering parts, labor, preventive maintenance, and troubleshooting. After warranty expiry, an Annual Maintenance Contract (AMC) may be requested. Payment will be made in Pak Rupees upon successful delivery, installation, testing, commissioning, and submission of all required documents. Liquidated damages of 0.1% per day up to 10% of contract price apply for delays.
