Tender Description
The Pakistan Airports Authority (PAA) invites sealed bids from eligible bidders for the procurement of Compressor Oil Schedule Maintenance of Chiller installed at New Gwadar International Airport. This procurement is planned for the financial year 2026-27 and will be conducted through the National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique as per Public Procurement Rules, 2004. The bidding documents are available on the e-Pak Acquisition and Disposal System (EPADS) portal and bidders must be registered on EPADS v2.0 to participate.
Items being procured:
- Oil Filter P# YGLQ-06 for Chiller (Quantity: 4 each)
- Midea Chiller Lubricant Oil Type: POE 68 # (3 cans of 18.9 Ltr and 1 can of 3.9 Ltr) totaling 60 Liters
The scope includes supply of original, sealed, airtight manufacturer containers of chiller oil with traceable batch codes and certificates of analysis ensuring minimum 18 months shelf life. The oil filters and lubricant oil must comply with detailed technical specifications provided in the bidding documents. Site acceptance tests will be conducted to verify compatibility and functionality. Bidders must be active taxpayers on the FBR Active Taxpayer List with 100% compliance and provide valid NTN and GST registration. Joint ventures are not allowed. Bid security in the form of Pay Order, Banker's Cheque, or Bank Guarantee is mandatory and must be submitted physically before the bid submission deadline.
The deadline for bid submission is Thursday, September 3, 2026 at 11:00 AM via EPADS v2.0 only; manual submissions will not be entertained. Technical bids will be opened the same day at 11:30 AM. The contract will be awarded to the lowest evaluated responsive bidder. Performance guarantee of 10% of contract value will be required upon award. Bidders are advised to carefully review all terms and conditions, including delivery within 60 days, warranty, and compliance requirements.
A practical tip for bidders: Ensure timely registration on EPADS v2.0 and submit original bid security physically before the deadline to avoid disqualification. Also, provide complete and accurate documentation to facilitate smooth evaluation and payment processing.
