Procurement of Drugs and Medicines on Framework Contract Basis at Pir Abdul Qadir Shah Jeelani Institute of Medical Sciences Gambat

The Pir Abdul Qadir Shah Jeelani Institute of Medical Sciences Gambat invites e-bids through the E-Pak Acquisition and Disposable System (EPADS) from manufacturers, importers, or their authorized agents/distributors for the procurement of drugs and medicines on a framework contract basis for the fiscal year 2026-27. This procurement is governed under Rule 15(B) of the Sindh Public Procurement Rules, 2010 (Amended 2019). Bidders must be registered and appear on the List of Active Taxpayers of FBR/SRB for income tax and GST/SST as applicable. Items being procured include a comprehensive list of drugs and medicines such as antibiotics, syrups, antifungals, antivirals, analgesics, immunosuppressants, cardiovascular drugs, diuretics, antiemetics, glucocorticoids, anticoagulants, multivitamins, anesthetics, contrast agents, antidotes, relaxants, miscellaneous pharmaceuticals, vaccines, nutrition supplements, topical creams and ointments, anti-cancer drugs, dermatology products, dental supplies, immunoglobulins, anti-malarials, and rheumatology medicines. The detailed item list with quantities and specifications is attached as Annexure C in the bidding documents. The technical scope requires compliance with the Drugs Regulatory Authority Pakistan (DRAP) registration where applicable, and supplies must be delivered to the main pharmacy stores/warehouse at PAQSJIMS Gambat. Bidders must submit a non-refundable tender fee of Rs. 3,000 and a bid security of 1% of the total bid value in the form of Pay Order, Demand Draft, Call Deposit, or Bank Guarantee. The bid security instrument must be submitted in a sealed envelope prior to the e-bid submission deadline. Eligibility criteria include valid manufacturing licenses or import authorization, active taxpayer status, affidavit of no blacklisting, and financial strength supported by audited income tax returns for the last three years. Bids will be evaluated on a single stage two envelope procedure with technical evaluation preceding financial bid opening. Samples of quoted items must be submitted for technical evaluation. The deadline for online submission of bids is 06-10-2026 up to 12:00 pm, with bid opening scheduled on the same day at 12:30 pm in the Green Hall at PAQSJIMS Gambat. The procuring agency reserves the right to accept, reject, or postpone any or all bids as per SPPRA rules. A practical tip for bidders is to ensure all documents are uploaded in PDF format on EPADS, duly signed and stamped by authorized representatives, and to submit original bank instruments for tender fee and bid security timely to avoid disqualification.
