Procurement of Electric Loader Rickshaw and Preservation Machine by Heavy Industries Taxila

Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms possessing valid National Tax Number (NTN), Sales Tax Registration, and fulfilling eligibility criteria as per DPP&I-35 and MoDP rules for two separate procurements: Electric Loader Rickshaw and Preservation Machine. Both tenders require separate bids with technical and commercial offers submitted in single envelopes. Items being procured: - Electric Loader Rickshaw (Qty: 1 Nos, Delivery: 3 months) - Preservation Machine (Qty: 1 Nos, Delivery: 3 months) The Electric Loader Rickshaw must have a motor power between 3500W-5000W, lithium-ion or equivalent battery with minimum 90 AH capacity, max speed 50-100 Km/h, charging time 5-10 hours, warranty 3-5 years, range per charge 70 km, digital LED meter, LED lighting, disc brakes front and rear, stable tyres, and minimum payload 600 Kg. The Preservation Machine is designed to protect large-scale storage spaces from rust, corrosion, mold, and packaging degradation with moisture extraction capacity of 90-110 liters per 24 hours, airflow velocity 700-1100 m3/h, coverage footprint 3500-5500 sq ft, programmable digital hygrostat adjustable between 30%-90% RH, and heavy-duty rotary or hermetic reciprocating compressor using eco-friendly refrigerants. Warranty is 1 year after issuance of CRV. Bidders must submit bids by 10:30 hours on 01 October 2026 at Tender Box Gate No 5, Heavy Industries Taxila, Taxila Cantt. Technical bids will be opened at 11:00 hours same day at Supply Chain Management Directorate, HIT Taxila. Postal order of Rs 2000/- must be enclosed with technical bid. Bid security in form of CDR, Bank Draft or Pay Order is mandatory. Bids must be valid for 120 days extendable to 180 days. Eligibility criteria include valid registrations, audit reports for last 3 financial years, bank statements, CNIC of CEO/Director, OEM trade link, non-blacklisting certificate, and documentary evidence of past contracts. Firms must comply with all mandatory conditions and submit all required documents as per tender instructions. Technical evaluation will be based on financial soundness, past experience, past performance, and technical parameters. Financial proposals will be opened only for technically qualified firms. Performance Bank Guarantee of 5% contract value is required upon award. This procurement is governed by PPRA rules and Ministry of Defence Production regulations.
