Procurement of Electrical Equipment for Allai Khwar Power Station

The Water and Power Development Authority (WAPDA) through its Resident Engineer (O&M), Allai Khwar Power Station, invites electronic bids from original manufacturers, authorized distributors, suppliers, and contractors registered with Income Tax and Sales Tax departments and listed on the Active Taxpayers List (ATL) of FBR. The procurement is for electrical equipment required at the Allai Khwar Power Station located in Battagram, Khyber Pakhtunkhwa. Items being procured: - HV, LV, Neutral, Earthing & Tertiary Bushings of 160 MVA Auto Transformer and 71 MVA Power Transformer - 132KV and 220KV Circuit Breakers along with Essential Spare Parts - 132KV and 220KV Isolators along with Essential Spare Parts The procurement will be conducted through International Competitive Bidding (ICB) on FOB basis using the e-Pak Acquisition and Disposal System (EPADS). Bidders must submit their electronic bids via EPADS V2.0 before the specified deadlines. Manual bids will not be accepted. The bids will be opened on the same day as submission in the office of the Resident Engineer (O&M), Allai Khwar Power Station. Bid security in the form of an original Pay Order or CDR is required as per the amounts specified for each lot, payable to A. K. HYDEL POWER account at Habib Bank Limited, Besham. Foreign bidders may submit bid security in freely convertible currencies. The original bid security must reach the office before the bid submission deadline. Bidders may dispatch bid security via Leopard Courier Service (LCS) office, Besham for timely receipt. The bidding process follows the Single Stage One Envelope procedure under the Public Procurement Rules 2004. Detailed bidding documents including terms, conditions, and specifications are available on the EPADS portal at https://vendors.epads.gov.pk/. Hard copies of bidding documents must also be provided alongside electronic submissions. The procuring agency reserves the right to reject all bids prior to acceptance as per PPRA Rule-33.
