Procurement of Expandable-Composite Materials, Abrasives, Adhesives & Fabrication Consumables

The Supply Chain Management Directorate of Heavy Industries Taxila, located in Taxila Cantt, Punjab, Pakistan, is procuring a comprehensive range of expandable-composite materials, abrasives, adhesives, and fabrication consumables. This procurement is aimed at supporting the technical and manufacturing needs of HIT with a detailed list of items including cutting discs, grinding discs, epoxy resins, fiberglass cloth, carbon fiber cloth, sealant tapes, and various adhesives among others. The technical scope covers a wide variety of consumables such as 4-inch and 7-inch cutting and grinding discs, epoxy resin and hardener, structural adhesives, fillers, fiberglass and carbon fiber cloth, vacuum bagging films, sealant tapes, and other related items essential for fabrication and composite material applications. The delivery period is set for one month after signing the contract, with the destination being the Technical Directorate at HIT Taxila. Eligible bidders must comply with the Ministry of Defence Production (MoDP) and PPRA rules, possess valid NTN certificates, and meet the eligibility criteria outlined in DPP&I-35. Firms must submit a comprehensive technical bid including registration documents, audit reports for the last three financial years, bank statements, CNIC copies, and a judicial certificate confirming non-blacklisting. A postal order of Rs 2000/- must accompany the technical bid. The bid security must be submitted as per the instructions, and the bid validity period is 180 days extendable by 90 days. Key dates include the bid submission deadline on 04 May 2026 at 10:30 hours and bid opening at 11:00 hours the same day. Bids must be submitted in sealed envelopes at Gate No. 5, Heavy Industries Taxila. The technical proposal and financial proposal must be submitted separately in two envelopes, both sealed within a larger envelope. The bid security envelope must be included with the technical proposal.
