Procurement of Filters for LFCT Barracuda and Oshkosh Striker of North Region Airports/Locations

The Pakistan Airports Authority (PAA), through its Logistics Centre (North) located at Lehtrar Road, Rawalpindi, invites sealed bids from eligible and registered suppliers for the procurement of filters specifically for LFCT Barracuda and Oshkosh Striker vehicles operating at North Region Airports/Locations. This procurement is planned for the financial year 2026-27 and will be conducted via the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - Transmission Filter (Part No. HF6389, Make: Fleetguard or equivalent) for LFCT Barracuda, Quantity: 24 - Air Dryer Filter (Part No. 1374X, Make: MANN or equivalent) for LFCT Barracuda, Quantity: 24 - Filter Engine Coolant (Part No. 435-5142, Make: CAT or equivalent) for Oshkosh Striker, Quantity: 26 - Air Dryer Filter (Part No. 1374X, Make: MANN or equivalent) for Oshkosh Striker, Quantity: 26 - Filter Element (Engine FEN/Steering nozzle, Part No. P550388, Make: SAKURA or equivalent) for Oshkosh Striker, Quantity: 40 All filters must be original OEM or equivalent quality, subject to inspection and approval by the technical committee. Delivery location is Logistics Centre (North), Lehtrar Road, Rawalpindi. The delivery schedule for all items is within 90 days. Bidders must be registered on EPADS v2.0 and submit their bids electronically before the deadline of Tuesday, October 20, 2026 at 11:00 AM. The bid opening will take place on the same day at 11:30 AM via EPADS v2.0. Manual submissions will not be accepted. A bid security of PKR 40,688 in the form of a Pay Order in favor of Pakistan Airports Authority must be submitted physically to the Logistics Centre (North) before the bid opening date. Eligibility criteria include active registration on FBR's Active Taxpayer List for Income Tax and Sales Tax, professional tax registration, and no blacklisting by any procuring agency. The contract will be awarded to the lowest evaluated responsive bidder meeting all technical specifications.
