Procurement of Items for Health & Hygiene Kits by Diamer Basha Dam Project (Water and Power Development Authority (WAPDA) / Member (Water))

The Diamer Basha Dam Project under the Water and Power Development Authority (WAPDA) / Member (Water) invites sealed bids for the procurement of items for Health & Hygiene Kits to be delivered in Chilas, Gilgit-Baltistan. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Single Stage One Envelope method with Least Cost Based Selection (LCBS). Items being procured: - School Bag Backpacks (1000 qty) - Toothbrushes (1000 qty) - Toothpaste (1000 qty) - Bath Soap (1000 qty) - Handwashing Soap / Pocket Soap (1000 qty) - Hand Sanitizer (1000 qty) - Nail Cutter (1000 qty) - Hair Comb (1000 qty) - Towel / Handkerchief (1000 qty) - Tissue Pack (1000 qty) - Health & Hygiene Awareness Pamphlet (1000 qty) The items must meet specified quality standards including durable materials for school bags, branded and hygienic packaging for toothpaste and soaps, and WAPDA branding on applicable products. Delivery is required within 60 days from the commencement date. Bidders must be registered with FBR and relevant provincial authorities, have at least three years of experience including two similar contracts, and meet financial turnover requirements. Bid security of PKR 150,000 is required. Bids must be submitted online via EPADS v2.0 by 29 October 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. Original bid security must be submitted physically to the Project Director DBDP WAPDA in Chilas before the deadline. Technical and financial bids will be evaluated on a least cost basis. The Procuring Agency reserves the right to reject any or all bids.
