The technical scope requires firms to provide genuine OEM/OPM brands with supporting documents and agency agreements. Advance samples will be inspected by the Technical Oversight Board and HIT before bulk delivery. Firms must submit both technical and commercial offers in separate sealed envelopes following the single stage two envelope bidding procedure. The technical offer must include detailed documentation such as proforma invoices, trade links, firm registration, and proof of financial capability.
Eligibility criteria include registration with 301 Central Base Spares Depot EME, valid NTN and Sales Tax certificates, and submission of a bid security amounting to Rs 1 million as CDR. Firms with pending deliveries must clear their accounts before participation. The tender emphasizes strict adherence to terms and conditions, including no acceptance of faxed or electronic quotations and no overwriting or misprinting.
The deadline for submission is 05 October 2026 by 1130 hours, with technical bids opening at 1200 hours the same day. Commercial bids of technically accepted firms will be opened later with prior intimation. Bidders are advised to carefully read all tender conditions and ensure complete and compliant submissions. For clarifications, contact the Local Purchase Officer at 051 - 5562070 during working hours.
A practical tip for bidders is to ensure the submission of both hard and soft copies of technical and commercial offers on CD/USB as non-provision will lead to rejection. Also, timely provision of advance samples is crucial to avoid disqualification.
