Procurement & Installation of Asset Performance Management System (APMS) for Distribution Transformers in Multan

The Multan Electric Power Company (MEPCO) invites sealed bids from eligible and qualified bidders for the procurement and installation of Asset Performance Management System (APMS) on pole mounted distribution transformers across multiple circles including Multan, Bahawalpur, Vehari, Bahawalnagar, Rahim Yar Khan, and Muzaffargarh in Punjab. This procurement is planned for the financial year 2026-27 and will be executed on an EPC/Turnkey basis. Items being procured: - 3406 Nos APMS units for 25 kVA, 50 kVA, 100 kVA, and 200 kVA transformers (1100 + 350 + 983 + 973 units respectively) - Associated accessories including D Fuse Fittings, ACSR Dog Conductor for 11KV Jumpering, and various sizes of aluminum PVC cables (300 mm2, 120 mm2, 70 mm2, 25 mm2) - PC Desktop Towers (Intel Core i5 14th Gen or higher, 16 GB DDR5 RAM, 256 GB NVMe SSD + 1 TB HDD) for system support The scope includes procurement, installation, testing, commissioning, and integration of APMS equipment for transformer level monitoring, protection, load management, energy auditing, and remote operation through HES/MDC systems as per PPMC Specification No. PPMC-DS-01:2026. The APMS will be installed on distribution transformers of different capacities with all associated accessories and communication setup. The successful bidder must complete the works within 60 days from the issuance of the work order. Eligibility criteria include valid PEC registration for electrical works, compliance with PPMC specifications, prototype approval within 30 days of work order, FBR/NTN registration, minimum average annual turnover of PKR 100 million for last three years, and no blacklisting by WAPDA/DISCOs/GENCOs/NTDC. Bids must be accompanied by bid security or bid securing declaration as per PPRA rules. Bids will be submitted electronically through EPADS v2.0 portal only. Manual submissions will not be entertained. The bid submission deadline is Monday, September 21, 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. Technical and financial bids will be evaluated using Least Cost Based Selection (LCBS) technique. The contract includes warranty of five years on all supplied equipment and components. Payment terms include 100% payment on delivery of materials and 80% payment after installation and verification, with remaining 20% after two months of successful operation.
