Tender Description

The Punjab Education Curriculum Training and Assessment Authority (PECTAA) Lahore is procuring jackets and textbooks for the academic session 2026-27. This procurement is part of the Programme Monitoring and Implementation Unit under the Punjab Education Sector Reforms Programme (PMIU-PESRP). The tender invites bids from well-reputed printers, publishers, firms, companies, joint ventures, groups, consortia, and sole proprietors who are registered with Income Tax and Sales Tax departments and possess relevant experience in printing and binding. Bidders must not be blacklisted by any procuring agency and must comply with the Punjab Procurement Regulatory Authority (PPRA) Rules 2014 (Amended). The scope includes printing, binding, and supply of jackets and textbooks in the specified quantities totaling approximately 72,909 units. The procurement will be conducted through a competitive single stage two envelope bidding procedure. Bidders are required to submit online technical and financial bids via the e-Procurement and Disposal System (EPADS). A bid security of 2% of the estimated cost must be submitted in the form of an original Call Deposit Receipt, Demand Draft, or Pay Order in favor of PECTAA. Paper samples and original instruments of paper testing fees must be physically submitted at the PECTAA office in Lahore before the bid submission deadline. Eligibility criteria include valid PEC registration if applicable, FBR/ATL registration, and proven experience in similar printing and supply contracts. The bid submission deadline is Wednesday, 8 July 2026 at 11:00 a.m., with bid opening scheduled the same day at 11:30 a.m. The tender documents and detailed terms are available on the PPRA, PECTAA, and e-Pak Acquisition & Disposal System websites. A practical tip for bidders is to ensure early submission of e-bids on EPADS well before the deadline to avoid last-minute technical issues. Also, physical submission of samples and bid security must be timely to avoid disqualification. This tender offers a significant opportunity for qualified printing firms to engage with a major provincial education authority and contribute to the academic session's success.
