Procurement of Round the Clock (24/7) Janitorial and Cleaning Services for Government Hospitals in Gilgit-Baltistan

Gilgit-Baltistan Waste Management Company (GBWMC) invites experienced and reputable firms to provide janitorial services round the clock (365 days / 24 hours a day including Sundays and holidays) for government hospitals in Gilgit-Baltistan. The procurement covers janitorial and cleaning services for the following hospital packages: - Package-I: Provincial Head Quarter Hospital with Additional Wards & 30 Bedded Hospital Basin Gilgit - Package-II: Shaheed Saif-ur-Rehman Teaching Hospital including its MCH Center and additional wards - Package-III: Cardiac Hospital Gilgit with Additional Floors & 30 Bedded Hospital Muhammadabad Danyore Gilgit - Package-IV: Regional Headquarter Hospital Skardu with Additional Wards - Package-V: Regional Headquarter Hospital Chilas The scope includes 24/7 staffing, shift requirements, minimum cleaning frequencies, technical proposal, and pre-bid meeting schedule as detailed in the bidding documents. Bidders must have valid registration/incorporation and authority to undertake janitorial/housekeeping services in Pakistan. A minimum of two years proven experience in janitorial, housekeeping, sanitation, or similar services for government, semi-government, private, institutional, healthcare, commercial, or reputable organizations is required. Additionally, bidders must demonstrate experience managing and supervising a workforce of at least 500 sanitary workers/sweepers/housekeeping personnel under one or more contracts, supported by documentary evidence such as work orders, agreements, completion certificates, client references, or verifiable records. Bids must be accompanied by a Bid Security from Schedule Bank equivalent to 3% of the quoted bid price. The Bid Security forms part of the Financial Bid. Submission of technical bids requires a copy of the Bid Security with the amount, CDR/instrument number, date, and other financial particulars. The original Bid Security must be submitted as prescribed. Interested bidders may acquire complete set of bid documents separately for each package on written request from GBWMC Head Office, Jutial, Gilgit, upon payment of Rs.6,000 (non-refundable) by courier or in person during office hours. Courier charges Rs.1500/- will be borne by the applicant. Tender documents (Technical & Financial Bids) must be delivered in sealed envelopes by hand or through registered mail to the Head Office GBWMC not later than 20-10-2026 at or before 11:00 AM Pakistan Standard Time, clearly marked as 'Procurement of Round the Clock (24/7) Janitorial and Cleaning Services for Government Hospitals'. Technical bids will be opened on the same date at 11:30 AM in the presence of bidders or their authorized representatives. Financial bids of technically responsive and qualified bidders will be opened later and communicated in advance. If the last date for submission falls on a public holiday, the next working day will be considered for submission and opening. The Procuring Agency reserves the right to verify any information or document submitted and to reject any or all bids in accordance with Rule 33 of GB PPRA Rules, 2022.
