Tender Description
The Cabinet Division, Government of Pakistan, Islamabad, is procuring laptops for the financial year 2025-26. This procurement is specifically for 68 units of laptops to be delivered to the Cabinet Division office located in Islamabad Capital Territory. The laptops must meet detailed technical specifications including Intel Core Ultra 5 or higher processors, 16 GB DDR5 RAM (upgradable to 64 GB), 512GB NVMe PCIe SSD storage, 14-inch Full HD or higher resolution display with anti-glare IPS, and a battery life of up to 8 hours under normal usage. Connectivity features include Wi-Fi 6/6E, Bluetooth 5.x, multiple USB ports including USB-C with Power Delivery and Thunderbolt support, HDMI, and Gigabit Ethernet. Security features such as fingerprint reader or facial recognition and TPM 2.0 security chip are mandatory. The laptops must be MIL-STD-810H tested for durability and come pre-installed with Microsoft Windows 11 Pro x64. Accessories include an original carrying bag and USB-C/Thunderbolt PD charger adapter with a one-year OEM local warranty.
Eligible bidders must be registered with SECP or relevant authority, have valid NTN and STRN, be listed on the FBR Active Taxpayer List, and maintain a verifiable office address in Rawalpindi or Islamabad. They must submit income tax and sales tax returns for the last two years, a notarized affidavit confirming no blacklisting, and a 5% bid security in the form of a bank draft or pay order. Bidders must be authorized dealers and provide audit reports and balance sheets for the last two years along with details of similar projects completed with government organizations in the last five years. The delivery time is strictly 30 days from the date of supply order.
The bid submission deadline is **May 21, 2026, at 11:00 AM** with electronic bids to be uploaded on EPADS v2.0. The technical and financial bids will be opened on the same day at 11:30 AM. Manual submissions are not accepted. The bid security original must be submitted physically to Room 1038-E (IT Centre), Cabinet Block, Cabinet Secretariat, Islamabad before the deadline.
