Procurement of Medicines, Medical Supplies, and Laboratory Items for Rawalpindi Cantonment Board

Rawalpindi Cantonment Board invites electronic bids from eligible and reputable manufacturers, authorized distributors, dealers, suppliers, pharmaceutical firms, and medical supply firms for the procurement of medicines, medical supplies, laboratory reagents, and allied items for Cantt General Hospital, Rawalpindi Cantt. Items being procured: - Life-Saving Medicines - CSSD/Laundry Items - Laboratory Items - Dental Items - Physiotherapy Items - Radiology Items - Routine Chemistry Laboratory Items - Special Chemistry and PCR Laboratory Items - Surgical/Disposable Items The procurement will be conducted through Open Competitive Bidding under the Single Stage-Two Envelope Procedure as per Rule 36(b) of the Public Procurement Rules, 2004, using the E-PADS V2.0 portal. Bidders must submit separate Technical and Financial Proposals electronically. The technical proposals will be evaluated first, followed by financial proposals of technically responsive bidders. The contract will be awarded to the most advantageous responsive bidder fulfilling all eligibility, technical, financial, and contractual requirements. Eligibility criteria include possession of a Drug Sale Licence/Drug Distribution Licence (Category-A), registration with FBR and ATL, at least three years of experience supplying medicines to government or reputable organizations, submission of an affidavit regarding blacklisting status, maintenance of adequate stock, valid manufacturing and expiry dates compliance, and quality assurance as per DRAP regulations. Medicines must have a minimum shelf life of twelve months from delivery. Earnest money in the form of Bid Security is required, with detailed submission instructions provided. The Procuring Agency reserves the right to accept or reject any or all bids without assigning any reason. Bids must be submitted electronically via the E-PADS V2.0 portal by 07-09-2026 at 11:00 AM. Technical bids will be opened the same day at 11:30 AM. Only vendors registered on the E-PADS portal are eligible to participate. A practical tip for bidders: Ensure your registration on the E-PADS portal is completed well in advance to avoid last-minute submission issues and carefully prepare your technical and financial proposals to meet all specified criteria to avoid disqualification.
