Procurement of Photocopier Machines on Rental Basis for NEPRA Head Office

The National Electric Power Regulatory Authority (NEPRA) Islamabad invites bids for the procurement of photocopier machines on rental basis for its head office located at NEPRA Tower, Atatürk Avenue (East), Sector G-5/1, Islamabad Capital Territory. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage-Two Envelope procedure under Open Competitive Bidding with Least Cost Based Selection (LCBS) technique. Items being procured: - 12 Black & White Photocopier Machines - 1 Color Photocopier Machine The machines must be latest models not older than 2020, with a copy per minute (CPM) rate of approximately 40-50 pages. They should support A4, Legal, and A3 page sizes, have paper banks, computer attachment features, reduction and enlargement features, and scanning capabilities with computer connectivity. Papers will be provided by NEPRA, while the successful rental service provider will supply and maintain the photocopier machines. The approximate monthly print volume is 125,000 pages, with payments made on a pro-rata basis according to actual usage. Eligibility criteria include valid sales tax registration, FBR registration, at least five years of relevant experience, financial soundness, and verification of firm setup by NEPRA representatives. A bid security of Rs. 25,000 in the form of a pay order is mandatory. The contract period is three years from the date of award, with a performance guarantee of 2% of the bid amount required from the successful bidder. Bids must be submitted online via EPADS v2.0 by Monday, September 28, 2026, at 02:00 PM, with technical bids opened the same day at 02:30 PM. Manual submissions will not be entertained. The financial bids of technically qualified bidders will be opened subsequently. The contract will be awarded to the lowest evaluated bidder meeting all technical requirements. In case of a tie, the bidder with the highest technical score will be selected. The successful bidder will be responsible for maintenance, repair, and replacement of toner cartridges at no additional cost. Malfunctioning machines must be replaced within three working days upon notification by NEPRA. Payment will be made monthly against verified invoices and digital copy counts. Bidders are advised to carefully review the bidding documents and ensure compliance with all requirements. One practical tip for bidders is to register early on EPADS v2.0 and familiarize themselves with the electronic submission process to avoid last-minute technical issues.
