Tender Description
The Small and Medium Enterprises Development Authority (SMEDA) Lahore invites qualified firms to submit proposals for the consultancy services titled 'Engagement of Firm for Outcome Evaluation & Impact Assessment of SMEDA's MSME Support Programmes (FY 2025-26)'. This assignment aims to independently evaluate the outcomes and impact of SMEDA's extensive MSME support interventions during the financial year 2025-26, covering facilitation, training, market access, access-to-finance linkages, certification, and grants.
Items being procured:
- Review and refinement of SMEDA's draft Outcome Indicator Framework
- Design and implementation of statistically robust baseline and tracer surveys
- Establishment of third-party data-sharing arrangements with entities such as State Bank of Pakistan, FBR, SECP, PBS/Customs, partner banks/MFIs, and certification bodies
- Conducting tracer surveys and site verification visits
- Computation and reporting of outcome indicators including a consolidated Outcome Conversion Rate
- Development and handover of a sustainable in-house M&E/tracer mechanism for ongoing monitoring
The consultancy requires expertise in monitoring and evaluation, impact assessment, survey design, and data analysis. The firm must have a minimum of five years of relevant experience, be registered with appropriate authorities, and be on the Active Taxpayer List. The assignment duration is 12 weeks from contract signing, with key deliverables including inception report, survey instruments, data collection completion, draft and final reports, and presentation to SMEDA.
Bidders must submit proposals through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by **October 1, 2026, 02:00 PM**. Manual submissions will not be accepted. Bid security or bid securing declaration is mandatory. The evaluation will follow Quality and Cost Based Selection (QCBS) methodology. The contract value is approximately **PKR 7.5 million** inclusive of all taxes.
