Procurement of Plant, Machinery & Equipment for Sindh Institute of Child Health and Neonatology (SICHN) Sites Phase-I

The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh Karachi invites eligible manufacturers and distributors to submit e-bids through the E-Pak Acquisition and Disposable System (EPADS) for the procurement of plant, machinery, and equipment for SICHN Sites Phase-I for the fiscal year 2026-27. This procurement follows the Rule-46 (2) Single Stage Two Envelope Procedure. Interested bidders must be registered with the tax authorities of Pakistan and meet all eligibility criteria including valid NTN, GST registration, and relevant licenses such as DRAP and PNRA where applicable. Equipment must meet international standards such as ISO 13485, FDA 510(k), European MDD, and Japanese MHLW certifications. Installation, commissioning, and training of end users and biomedical engineers are mandatory. Technical evaluation requires submission of samples for demo and physical inspection. Eligibility criteria include valid registration with tax authorities, manufacturer authorization, technical staff qualifications, financial soundness, and experience in public and private sector hospitals. Bid security of 2% of estimated value is required. Delivery timelines range from 30 to 120 days depending on the item, with delivery at SICHN Children Hospital Korangi No 5, Karachi. Bids must be submitted electronically on EPADS by 16 September 2026 at 10:30 a.m. Technical proposals will be opened first, followed by financial proposals of technically responsive bidders. No negotiations on quoted prices will be allowed. The procurement committee reserves the right to accept or reject any or all bids as per SPPRA rules.
