Procurement of River Sand with Loading and Unloading Services for Sui Northern Gas Pipelines Limited (SNGPL) Lahore

Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids from eligible and qualified bidders for the procurement of River Sand with loading and unloading services at multiple Defence Housing Authority (DHA) locations in Lahore. This procurement is planned for the financial year 2026-27 under contract number FCS/MDK/TE/029/26 with reference P98116. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - River Sand with loading and unloading services, total quantity 25,788 cubic feet distributed across four delivery locations in Lahore: 5,000 cft at One Central DHA Barki Road, 5,000 cft at Defence Housing Authority Sector Z IVY Green Phase – VIII, 7,894 cft at DHA Commercial Broadway Phase -VIII, and 7,894 cft at Defence Housing Authority Phase IV. The sand must be delivered strictly between 11:00 PM and 05:00 AM to One Central DHA on Barki Road using a 4,000 CFT capacity trolley. All materials are subject to mandatory pre-inspection and approval by DHA authorities before unloading. Bidders must provide evidence of a five-year sales record for identical materials to public sector organizations or relevant purchase orders from SNGPL within the last three years. Eligibility criteria include valid Professional Tax clearance certificate for FY 2026-27, non-blacklisting certificate, and compliance with all bidding document requirements. Bid security must be submitted in the form of Pay Order, Call at Deposit, or Demand Draft. Bids must be submitted online via EPADS v2.0 by 03:00 PM on September 9, 2026, with original bid security physically delivered to the specified SNGPL office in Muridke before the deadline. Manual bid submissions will not be entertained. Technical and financial bids will be opened on EPADS v2.0 at 03:30 PM on the same day. Bidders are advised to register on EPADS v2.0 and review all bidding documents carefully. The Procuring Agency reserves the right to reject any or all bids without assigning any reason.
