Tender Description
The National Institute of Health (NIH), Islamabad, under the Integrated Disease Surveillance and Response System (IDSRs Project), invites bids for the procurement of services for the turnkey establishment, integration, and operations of a Digital Telemedicine Ecosystem (Pilot Phase) for the fiscal year 2026-27. This procurement is part of the IDSRs Project and aims to enhance healthcare delivery through digital telemedicine solutions.
Items being procured:
- Turnkey establishment
- Integration
- Operations of Digital Telemedicine Ecosystem (Pilot Phase)
The procurement will be conducted through a two-stage procedure using the Cost Based Selection (LCBS) technique in line with the Public Procurement Rules, 2004. Eligible bidders registered on EPADS v2.0 are invited to submit their bids electronically via the EPADS portal by the deadline. All bids must be accompanied by a Bid Security as described in the bidding documents, either in the form of Call at Deposit or Bid Securing Declaration.
Detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) website at https://cpads.gov.pk/opportunities/federal/procurements/97228. Bidders who have not yet registered on EPADS v2.0 are advised to register promptly to participate.
The submission deadline is Tuesday, 29 September 2026 at 01:00 PM, with bid opening scheduled for the same day at 01:30 PM. Manual submissions will not be entertained. The Grievance Redressal Committee (GRC) has been notified for this procurement, and notification copies are available on the procuring agency's website and EPADS portal.
Interested bidders should ensure compliance with all requirements, including PEC registration if applicable, FBR/ATL registration, and earnest money submission. Timely electronic submission through EPADS is critical to avoid disqualification.
A practical tip for bidders is to carefully review the detailed bidding documents and ensure all technical and financial requirements are met before submission. Early registration on EPADS and preparation of bid security instruments will facilitate smooth participation in this competitive procurement process.
