Procurement of Single Phase Energy Meters (AMI) by Hyderabad Electric Supply Company (HESCO)

The Hyderabad Electric Supply Company (HESCO) invites sealed bids from eligible and qualified bidders for the procurement of Single Phase Energy Meters (AMI) under Tender No. 1981/26. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The procurement follows the Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured: - Single Phase Whole Current AMI Meters (programmable Smart Energy Meters, PTA verified) with remote disconnect/reconnect relay capability The meters must comply with WAPDA/PPMC/NTDC standard specifications DDS-65:2003, DDS-98:2011, DDS-110:2012, IEC 62055-31 (amended to date). The meters will be delivered to Regional Stores of HESCO in Hyderabad, Jamshoro, and Nawabshah with a total quantity of 105,000 units divided into three equal deliveries of 35,000 units each within specified delivery schedules. Bidders must be registered manufacturers or authorized dealers with valid prototype approval or undertaking for fresh prototype approval from Chief (Technical Services) PPMC Islamabad. Bidders must also be on the Active Taxpayers List (ATL) and pre-qualified with HESCO/DISCOs/NTDC/PPMC/WAPDA in the relevant category. Bid security in the form of Pay Order, Call Deposit, Bank Guarantee, or Demand Draft is mandatory. The procurement includes strict compliance with UDIL (Universal Data Integration Layer) certification and integration requirements with PITC and HESCO billing systems. The successful bidder must obtain Tier-1 UDIL compliance certificate from PITC within 14 days of issuance of Letter of Intent (LOI). The meters must support 4G modem PTA verification and provide secure data transmission. Technical scope includes supply, inspection, testing, and delivery on FCS basis to HESCO regional stores. Inspection fees of 0.5% of material cost will be borne by the supplier. Warranty period is 24 months from completion of supply with full replacement and repair obligations. Eligibility requires compliance with PEC category, FBR registration, no blacklisting, and satisfactory past experience with HESCO or DISCOs. Bids must be submitted online on EPADS v2.0 by September 28, 2026, 10:30 AM. Manual bids will not be accepted. Bid opening will be on the same day at 11:30 AM.
