Tender Description
Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, and suppliers for the procurement of spares for the Armoured Personnel Carrier (APC) rebuild project. This procurement is conducted under the Supply Chain Management Directorate at HIT Taxila Cantt, Punjab. The tender follows the Single Stage Two Envelope procedure with bids to be submitted by 04 November 2026 at 10:30 hours and opened at 11:00 hours the same day.
Items being procured include a comprehensive list of 43 specific spare parts such as clamps, decals, markers, pins, and hose clamps, each detailed with part numbers and quantities as per the annexed schedule. These spares are critical for the rebuild and maintenance of APCs, ensuring operational readiness and compliance with technical specifications provided by HIT.
The technical scope requires all items to be brand new, conforming to approved drawings and specifications, with OEM certificates and quality assurance documentation. Inspection and testing will be conducted by HIT's technical team, including visual, dimensional, material, fitment, and functional tests. Warranty and performance guarantees are mandatory, with a 12-month warranty period after acceptance.
Eligibility criteria include valid NTN, Sales Tax registration, and compliance with DPP&I-35 and MoDP rules. Firms must submit audited financial reports for the last three years, bank statements, CNIC copies, and a judicial certificate confirming no blacklisting. Bid security in the form of CDR, Bank Draft, or Pay Order is required, with amounts varying by registration status. Postal order of Rs 2000/- must accompany the technical bid.
Key dates: Bid submission deadline is 04 November 2026 at 10:30 hours at Gate No 5, Heavy Industries Taxila. Bid opening follows at 11:00 hours in the Supply Chain Management Directorate. Bidders are advised to attend the opening with authorized representatives knowledgeable of the bid contents.
A practical tip for bidders: Ensure all mandatory documents, including OEM agreements, financial statements, and bid security, are complete and correctly sealed in separate envelopes as per the Single Stage Two Envelope procedure to avoid disqualification. Early submission and thorough compliance with technical specifications will enhance chances of success.
This procurement offers a significant opportunity for qualified suppliers to contribute to Pakistan's defense capabilities through HIT Taxila's APC rebuild program.
