Tender Description
The National Security Division (NSD) / Strategic Policy Planning Cell (SPPC), Government of Pakistan, invites sealed bids proposals through Single Stage Two Envelope Bidding Procedure as per Rule-36 (b) of PPRA Rules, 2004 from eligible firms, contractors, bidders, suppliers, authorized dealers and service providers for procurement of goods and repair & maintenance services for the financial year 2026-27 through the E-PADS 2.0 platform.

The procurement covers a broad range of goods and services including office supplies, IT hardware, machinery, furniture, and repair services. Bidders must be registered firms with valid FBR/ATL registration and meet eligibility criteria as detailed in the bidding documents. Earnest money amounting to 3% of the total bid value in the form of Demand Draft, Pay Order, or CDR is required.
A pre-bid meeting is scheduled for 8th September 2026 at the National Security Division's Committee Room #336E, 3rd Floor, Prime Minister's Office, Islamabad. Technical bids will be opened on 18th September 2026 at 1400 hours at the same venue in the presence of accredited representatives.
Bids must be submitted electronically through E-PADS 2.0 by the closing date. Manual bids will not be accepted. Additionally, original earnest money and technical proposals must be submitted physically to the Deputy Secretary (Admin), NSD, Room No 345-E, 3rd Floor, Prime Minister's Office, Islamabad before the closing time.
For assistance, bidders may contact the PPRA Team, Director MIS, Room 109, 1st Floor, FBC building Sector G-5/2, Islamabad at 051-111137237. The NSD/SPPC reserves the right to reject or accept any or all bids as per PP Rules. The decision of NSD/SPPC shall be final and binding on all bidders.
