Tender Description
The Federal Public Service Commission (FPSC) Islamabad is procuring stationery, toners, inks, and miscellaneous items for the financial year 2026-2027. This procurement covers a wide range of products including offset imported white paper, copy printer inks, genuine toners for laser printers and photocopiers, various stationery items such as stapler pins, markers, envelopes, files, USB flash drives, and miscellaneous items like batteries, insect killers, washing powder, copper wires, and LED dust proof lights. The procurement is based on estimated quantities divided into five lots, ensuring supply on a need basis throughout the financial year.
The technical scope requires bidders to supply genuine and original items, especially for toners and inks, with strict quality control. Samples may be requested for quality evaluation. The site of delivery is FPSC headquarters at Aga Khan Road, F-5/1, Islamabad. The contract will remain valid until 30th June 2027, with delivery timelines of 15 to 30 days from issuance of supply orders. The procurement follows the PPRA Rules 2004 and the E-Pak Procurement Regulation 2023, with e-bidding through the E-PADS platform.
Eligibility criteria include a firm profile with a commercial office, active landline, valid NTN and GST certificates, proof of active tax payer status, and AGPR vendor number. Bidders must have at least one year of experience supplying similar items with supply orders of minimum value Rs. 1 million from the last financial year. Performance certificates from at least two government or semi-government bodies are required. An affidavit on Rs. 100 stamp paper declaring no blacklisting is mandatory. A bid security of Rs. 500,000 in the form of CDR or demand draft is required.
The deadline for submission of e-bids is 9th July 2026 by 09:30 am via E-PADS, with bid opening at 10:00 am the same day. Hard copies of required documents and original bid security must be submitted to the Assistant Director (Logistics-I) at FPSC HQ before the closing time. Bidders should carefully complete and sign the bidding documents and upload all required documents to avoid disqualification.
A practical tip for bidders is to ensure all documents are complete, signed, and submitted both electronically and in hard copy before the deadline. Any discrepancies or missing documents can lead to non-responsiveness and disqualification. Also, bidders should prepare to provide samples promptly if requested to avoid rejection. This tender offers a significant opportunity for suppliers experienced in office supplies and consumables to engage with a prestigious federal institution with a clear and transparent procurement process.
