Procurement and Supply of 4 Inch GI & HDPE Pipes, Fittings and Accessories for Rehabilitation/Improvement of Water Supply System at PMDC Salt Mines, Warcha, District Khushab

The Pakistan Mineral Development Corporation Islamabad (PMDC) invites sealed bids from eligible bidders for the procurement and supply of 4 inch GI & HDPE pipes, fittings and accessories for the rehabilitation and improvement of the water supply system at PMDC Salt Mines, Warcha, District Khushab. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage One Envelope method with Least Cost Based Selection (LCBS) technique. Items being procured: - GI Pipe Heavy Duty 4 inch, 20 ft length, 60 Nos - MS Elbow with Flanges 4 inch, 3 Nos - GI/MS Flange 4 inch, 130 Nos - GI Socket 4 inch, 10 Nos - Rubber Joint 4 inch, 300 Nos - GI Pipe Nipple 4 inch x 12 inch, 5 Nos - GI Pipe Nipple 4 inch x 6 inch, 5 Nos - Non Return Valve (NRV) 4 inch, 3 Nos - Air Release Valve 4 inch, 3 Nos - Nuts & Bolts 1.5 inch x 1/2 inch, 20 kg - Gate Valve with Flanges 4 inch, 3 Nos - HDPE Pipe 110 mm diameter, PN 20, 800 feet - HDPE BF Stub End 110 mm, 30 Nos - HDPE GI Flange 110 mm, 30 Nos - Rubber Joint for 110 mm HDPE pipe, 50 Nos - Nuts & Bolts for HDPE flange 1/2 inch x 4 inch, 40 kg - HDPE Straight Coupler 110 mm, 5 Nos - Spring Pipe 4 inch, 300 feet - Submersible Pump Motor SS 3-P 380-440 Volts, 4 inch dia, 1 Nos - Variable Frequency Drive (VFD) for 40 HP Pump Motor, 1 Nos - Pipe Wrench 48 inch, 4 Nos The technical specifications require all items to be new, unused, and suitable for water supply service under saline environmental conditions at the site. The pipes and fittings must comply with relevant standards such as DIN, ISO, and applicable Pakistani standards. The successful bidder must provide a bid security of Rs. 250,000 in the form of pay order or call deposit and a performance guarantee of 10% of the contract price. Bids must be submitted electronically on EPADS v2.0 by 20 November 2026 at 11:00 AM and will be opened the same day at 11:30 AM. Manual submissions will not be accepted. Eligibility criteria include registration with FBR and PRA, minimum 3 years of relevant experience, financial soundness proof, no litigation or disputes with PMDC, and submission of technical brochures. The contract will be awarded on a least cost basis among technically responsive bidders. Delivery location is PMDC Salt Mines, Warcha, District Khushab, with delivery period of 6-8 weeks after supply order issuance.
