Tender Description
The Hydrocarbon Development Institute of Pakistan is inviting sealed bids for the procurement of TIN containers with plastic caps made of polypropylene or high-density polyethylene. These containers are fitted with wire seals and unique identity numbers to ensure tamper-proof sealing and traceability. This procurement is planned for the financial year 2026-27 and will be conducted under the Single Stage-Two Envelope procedure using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004.
Items being procured:
- TIN containers with plastic caps made of polypropylene or high-density polyethylene
- Wire seals
- Unique identity numbers for traceability
Bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 to participate. All bids must be submitted electronically through EPADS by Tuesday, September 22, 2026 at 12:00 PM. Bid security is required as per the bidding documents and can be submitted in the form of Pay Order, Banker's Cheque, Bank Guarantee, Demand Draft, or a bid securing declaration as specified. Manual submissions will not be accepted.
The procurement is based in Karachi, Sindh, and the scope includes supply of high-quality tamper-proof containers suitable for secure storage and transport. Eligible bidders should ensure compliance with all bidding requirements and submit their bids timely through the EPADS portal. The bid opening will take place on the same day at 12:30 PM via EPADS.
