Procurement of T&P Items by Lahore Electric Supply Company (LESCO)

The Lahore Electric Supply Company (LESCO) Material Management department invites sealed bids for the procurement of T&P items under Tender No. 4448 for the financial year 2026-27. This procurement is planned for delivery in Lahore, Punjab. Bidders must be registered on the EPADS v2.0 portal and submit their bids electronically before the deadline of Thursday, November 12, 2026 at 10:30 AM, with bid opening at 11:00 AM the same day. The procurement will follow the Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2026. Prototype approval is mandatory for manufacturers and must be obtained from the Standards & Specifications Department of PPMC, Lahore before mass production. Delays in prototype submission will incur liquidated damages. Inspection and testing will be conducted at manufacturers' premises and by LESCO/PPMC representatives. Delivery schedule requires 50% quantity within 60 days and remaining 50% in the next 60 days for local manufacturers; foreign manufacturers must supply 100% within 120 days from purchase order issuance. Eligibility criteria include active FBR registration, PEC registration where applicable, minimum manufacturing and supply experience, and no blacklisting. Bid security in the form of Pay Order, Bank Guarantee, or similar instruments is required. Bids must be submitted online via EPADS v2.0 with original bid security submitted physically before the deadline. The procuring agency reserves the right to reject any or all bids.
