Tender Description
The National Bank of Pakistan (NBP) invites bids for the procurement of a comprehensive Trade Based Money Laundering (TBML) System to be implemented at its Head Office in Karachi. This procurement is planned for the financial year 2026-27 and aims to strengthen the bank's compliance and risk management functions in line with the State Bank of Pakistan's regulatory framework for managing TBML risks issued in 2019.
Items being procured:
- Trade Based Money Laundering (TBML) System licenses for minimum 30 users
- Installation media and software licenses
- Project management, requirement analysis, design, development, customization, implementation, system integration testing, user acceptance testing, training, and go-live support
- Comprehensive training for up to 10 technical and 100 functional users
- Complete technical and user documentation
- Software support and maintenance including license support for three years
The system must cover modules including Price Due Diligence, Vessel Tracking, Container Tracking, Dual Use Goods, TBML Scenarios, Trade Documents Validation, MIS & Dashboards, and Integration with Bank Systems. It must comply with the bank's information security policies, support multiple concurrent users, and provide robust security features including role-based access, audit trails, and compliance with SSDLC and penetration testing requirements.
Eligibility criteria include proven experience with at least two live TBML system implementations, verifiable presence in Pakistan, audited financial statements showing minimum sales volume of PKR 50 million annually for the last three years, and direct partnership with the principal supplier. Bidders must provide CVs of their implementation team and demonstrate compliance with technical and security requirements.
Bids must be submitted electronically via EPADS v2.0 by 24 September 2026 at 11:00 AM. Manual submissions will not be accepted. Bid security of PKR 1,000,000 in the form of a bank guarantee is required. Technical bids will be evaluated first, and only technically qualified bidders' financial bids will be opened. The contract will be awarded based on Quality and Cost Based Selection (QCBS) criteria.
