Tender Description
The University of Shangla invites sealed bids from registered, reputable, and technically and financially sound firms specializing in renewable energy solutions for the procurement, supply, and turnkey installation of a 50 kW (30 kW + 20 kW) Smart Hybrid Solar System at the University of Shangla, Shangla, Khyber Pakhtunkhwa.
Items being procured:
- Inverex 30 kW, Three-Phase, Smart Hybrid Solar Inverter (01 unit)
- Inverex 20 kW, Three-Phase, Smart Hybrid Solar Inverter (01 unit)
- Solar PV Modules: N-type Bifacial, Tier-1 manufacturer, minimum 620Wp-630Wp per module, 120 modules total
- Lithium-Iron-Phosphate (LiFePO4) Battery Bank: 04 batteries, 16 kWh usable capacity each (total 64 kWh), modular design with integrated Battery Management System (BMS)
- Mounting Structure & Balance of System (BOS): 14-gauge Galvanized Iron structure, fire/heat-resistant copper wiring, DC & AC Distribution Boxes with Surge Protection Devices (SPDs) and heavy-duty MCCB breakers
- Civil Works, Earthing & Turnkey Installation: dedicated AC/DC heavy-duty earthing (boring), lightning arrestor system, and complete AEDB-certified turnkey installation with net-metering readiness
The technical scope includes supply and installation of smart hybrid inverters with dynamic load management, battery integration compatible with LiFePO4 technology, and a solar PV array with a minimum 25-year performance warranty. The battery bank must support a minimum 6,000 cycle life with specific battery allocation for the inverters. Civil works cover earthing and lightning protection to ensure system safety and compliance.
Eligibility criteria require firms to have a valid PEC category, NTN, FBR registration, and registration with KPRA for taxable installation/works services. Firms must appear on the Active Taxpayer List (ATL) of both FBR and KPRA. Prior experience in similar solarization projects at public sector institutions is preferred. A bid security of 2% of the bid cost in the form of a bank draft/CDR is mandatory. The bidding process follows the Single Stage β Two Envelope Procedure under KPRA Rules, 2014.
Key dates include the issue date of October 1, 2026, with the last date for purchase and submission of bid documents on October 20, 2026, up to 1:00 PM. Technical proposals will be opened on the same day at 1:30 PM in the Committee Room of the University of Shangla.
Bidders should clearly mark the tender description and opening date/time on the sealed envelopes. Firms must submit a non-blacklisting certificate on judicial stamp paper. The University reserves the right to reject any or all bids without assigning any reason.
