Procurement of Uniform Kit for Girls for Special Education Department Multan

The Government Secondary School of Special Education for HI (Girls) Multan invites online bids through the E-Procurement System for the procurement of uniform items for approximately 200 enrolled special students for Summer and Winter seasons. Items being procured: - Uniform Kit for Girls as per Specification of Special Education Department for Summer & Winter Seasons The procurement is governed under the Punjab Procurement Rules, 2014. Bidders must submit a Bid Security/Earnest Money of 3% amounting to PKR 25,00,000 in the form of CDR in favor of the Principal, Government Secondary School of Special Education for HI (Girls) Multan. The bid security must be uploaded in PDF format on E-PADS with the Technical Proposal and also submitted in original before the opening of Technical Bids. The Single Stage – Two Envelope Procedure will be adopted for evaluation. Tender forms must be uploaded on E-PADS by 01-09-2026 at 10:00 AM. Technical bids will be opened the same day at 10:30 AM in the presence of the Purchase Committee and authorized representatives of bidding firms on the E Procurement System. Financial bids of technically qualified firms will be opened on E-PADS after the expiry of the grievance period. All quoted rates must be inclusive of all applicable taxes. Specifications of uniforms are available in the Tender Form and must be strictly adhered to. Firms may present samples of items/uniforms at the time of Technical Bid opening for assessment of fabric quality, stitching standards, and color matching. Submission of samples at that stage is optional, not mandatory. The uniforms supplied by the successful bidder shall be subject to testing at National Textile University Faisalabad (NTRC) or any other recognized Government/autonomous lab. Testing cost shall be borne by the successful bidder. If found substandard, the consignment shall be rejected and replaced at the bidder's own expense. Mandatory documents to be uploaded include attested CNIC copy of owner, GST certificate, and Income Tax Registration/Active Taxpayer proof. The successful bidder shall furnish a Performance Guarantee @ 5% of contract value prior to issuance of supply order. The bidder must take students' measurements within 10 working days after the grievance period and complete supply within 30 days of issuance of supply order. Delay may attract late delivery charges, forfeiture of bid security, and cancellation of supply order at bidder's risk. An affidavit on Rs. 100/- E-Stamp Paper confirming that the firm is neither blacklisted by any Government Department nor involved in any litigation must be submitted. Approved rates shall remain valid until 30-06-2026. Proof of Sales Tax and Income Tax returns for FY 2025–2026 must be attached. Bidders shall furnish an undertaking on duly attested legal Stamp Paper confirming compliance with all technical specifications. Submission of this undertaking is mandatory for bid consideration.
