Procurement of Uniform for Special Students Financial Year 2026-27

The Govt. Institute for Slow Learners Sargodha invites sealed e-bids online through E-PADS for the procurement of uniform items and shoes for winter and summer seasons for the financial year 2026-27. This procurement is specifically for special students and requires bidders to be registered with Income Tax, Sales Tax, and E-PADS as per PPRA Rules-2014 and its subsequent amendments. Items being procured: - Boys Kit: Shirt, Pant with belt, Jersey, Tie, Bunyan, Socks (Winter & Summer) - Girls Kit: Shalwar, Qameez, Dupatta, Sash, Socks, Shawl, Shameez - Jersey (Boys & Girls): Blue jersey - Shoes (Boys & Girls): Black Shoes (Bata, Service or Equal) The total estimated cost for these items is Rs. 781,000/-. The procurement process will follow the Punjab Procurement Rules-2014. Interested firms can download tender documents from the PPRA website and E-PADS portal immediately after the issuance of this notice. A bid security/earnest money of 5% in the form of CDR in favor of the Headmistress must be uploaded in PDF format on E-PADS along with the technical proposal. Original technical bids must also be submitted before the opening of technical bids. The tender follows a single stage two envelope mechanism where financial bids will be evaluated based on the total amount. Tender forms must be uploaded on E-PADS by 26-10-2026 at 10:30 AM, and technical bids will be opened the same day at 11:00 AM in the presence of the purchase committee and nominees of contesting firms. Financial bids of technically qualified firms will be opened after the grievance period. All rates must include prevailing taxes. Mandatory documents include attested copies of CNIC, General Sales Tax Certificate, Income Tax Registration, Income Tax Active Proof, Affidavit on E-Stamp Paper of Rs. 300, and Professional Tax Certificate with Payment Challan (latest). Successful bidders are responsible for supplying uniform items within office hours and bearing transportation charges. They must take sizes of students within 10 working days after grievance completion and supply items within 30 days of supply order issuance. Late delivery may lead to forfeiture of bid security and cancellation of the order. Approved rates are valid until 30-06-2026. It is imperative to attach proofs of sales tax and income tax submitted during FY 2026-27.
